box-sizing: unset !important; overflow-wrap: unset !important;"/></section>今年以来，受新冠肺炎疫情等多种因素影响，部分中小微企业经营困难。在企业人力成本中，包括医保在内的社会保险费在人员工资中占相当一部分比例。有针对性地缓征职工医保单位缴费，且不降低参保职工医疗报销待遇，直接缓解了用人单位经营困难，无疑是帮助企业纾困减压、减轻成本的重大利好。 基于医保基金承受能力，此次允许企业缓缴职工医保费相关政策是在有条件的地区对中小微企业阶段性实施。有条件的地区主要是指医保基金累计结余支付在6个月以上的统筹地区。统计数据显示，2021年全国基本医保基金全年收入为2.8万亿元，支出2.4万亿元。全国基本医保职工统筹基金累计结余1.7万亿元。目前，全国绝大多数统筹地区可支付的月数都在6个月以上——这意味着绝大多数地区的中小微企业都可以享受到此项措施。 国家医保局强调，在政策实施过程中，无须经过资料申请，只要符合条件就可以享受。各地区通过大数据识别，可以把绝大多数符合条件的中小微企业都纳入政策享受范围，未被纳入的企业可按政策申请。考虑到各地医保基金运行不平衡的实际，采取国家定大的原则、各省份指导统筹地区根据实际情况减征的办法，既能兼顾基金平衡，又能支持减轻企业负担。 为保障参保人待遇、确保医保基金运行稳健可持续，还应从预算管理、扩面征收、财政支持等方面综合施策，确保统筹基金收支平衡。下一步，要根据基金收支变化情况，合理调整下一年医保基金预算，多方面采取措施保障支付。同时，进一步提高医保基金使用效率，严厉打击欺诈骗保行为，大力推进医疗服务价格改革、实施药品集中带量采购制度改革等配套措施，进一步控制医疗费用不合理增长，确保待遇支付和基金收支中长期平衡。<p style="margin-top: 0px; letter-spacing: 0.544px; text-align: justify; white-space: normal; background-color: rgb(255, 255, 255); overflow-wrap: break-word !important;">各省、自治区、直辖市人民政府，新疆生产建设兵团： 为贯彻落实党中央、国务院决策部署，切实保障基本民生，助力企业纾困解难，经国务院同意，现就阶段性缓缴职工基本医疗保险（以下简称职工医保）单位缴费有关工作通知如下。 一、对中小微企业实施阶段性缓缴职工医保单位缴费政策。统筹基金累计结存可支付月数大于6个月的统筹地区，自2022年7月起，对中小微企业、以单位方式参保的个体工商户缓缴3个月职工医保单位缴费，缓缴期间免收滞纳金。社会团体、基金会、社会服务机构、律师事务所、会计师事务所等社会组织参照执行。 二、确保缓缴期间参保人待遇应享尽享。中小微企业缓缴职工医保单位缴费，不影响该企业参保人就医正常报销医疗费用。缓缴期间，相关企业参保人发生的符合基本医保政策规定的医疗费用应及时报销、应报尽报，确保基本医保报销水平保持稳定不降低。 三、全面推行“免申即享”经办模式。符合条件的中小微企业无需提出缓缴申请即可享受缓缴单位缴费政策。各地要结合实际做好政策宣传，明确操作流程，主动向社会公开。中小微企业具体标准参考《关于印发中小企业划型标准规定的通知》（工信部联企业〔2011〕300号）等划型规定，在当地政府主导下，由医疗保障、税务部门会同相关部门联合确定名单。现有数据可以确定企业类型的，直接采用相关部门的划型结论；现有数据无法满足企业划型需求的，可由企业向核定缴费部门出具书面承诺。要加强部门协作，优化工作环节，创新服务方式，减轻企业事务性负担，并做好个人权益记录，确保参保人权益不受影响。 四、切实保障好相关企业职工合法权益。缓缴期限内，中小微企业应依法履行代扣代缴职工个人缴费的义务，正常申报职工医保费信息，确保职工连续参保，个人权益连续记录。参保人出现离职、申请办理职工医保退休人员待遇、办理关系转移等情形的，企业应为其补齐缓缴的职工医保单位缴费。企业出现注销等情形的，应在注销前缴纳缓缴的缴费。 五、做好调度统计分析等工作，确保缓缴政策平稳实施。各地要加强缓缴信息调度，做好统计监测，将缓缴信息按月汇总并向上集中报送。要切实加强基金管理，强化基金运行分析，管控运行风险，确保基金安全。要建立信息沟通共享机制，医疗保障、税务等部门要做好企业和职工参保缴费、企业缓缴等基础业务信息共享，强化部门工作协同。 各地要提高政治站位，统一思想认识，精心组织实施，确保阶段性缓缴职工医保单位缴费政策落实到位。各级医疗保障、发展改革、财政、税务等部门要切实履职尽责，加强沟通协作，健全工作机制，抓好政策落地见效。执行中遇有情况和问题，要及时报告。 国家医保局国家发展改革委财政部国家税务总局2022年6月30日 原标题：切实减轻职工医保单位缴费负担 </section><section powered-by="xiumi.us" style="margin: 0px;
