16px">正高级教师职称和省特级教师荣誉是教师专业水平、综合素养的重要体现,是区域教师发展水平的重要标志,是人才强市战略的重要载体。各县市区、各相关单位要切实提高思想认识,立足教师队伍建设实际,按照系统设计、创新模式、高端培养、整体推进的原则,强化组织领导,完善培养体系,培养造就一批具有高尚人格魅力和远大教育理想、形成系统教育理论和鲜明教学特色、深受学生爱戴同行敬重、社会广泛认可的正高级教师、特级教师队伍,为提升全市教育教学质量、办人民满意的教育提供师资保障。</span></section><section 16px">1.申报:正高级教师、省特级教师培养对象采用个人申报和组织推荐相结合的形式进行,每年7月15日前符合申报条件的高级教师,可填写申报表向所在学校(单位)进行申报。</span></section><section style=";padding: 0px;outline: 0px;max-width: 100%;box-sizing: border-box 16px">2.审核推荐:所在学校(单位)对申报对象的基本信息等内容进行核查,全面考核确定推荐人选,提出评价意见后,报送县级教育局。县级教育局要认真审查核对推荐人选申报材料和有关证件的原件,严格把关,确保提供材料的真实性,并确定推荐人选,提出推荐意见,每年8月15日前将推荐对象名单报市教育局人秘科。市级相关单位直接报送市教育局人秘科。</span></section><section 16px">2.省特级教师培养对象具备的条件为:具备相应的教师资格和高级教师职务,教龄满12年,年龄不超过55周岁,近两年执教过市级以上公开课、观摩课或示范课不少于4节,为市级以上教师培训做学术讲座不少于2场次,指导青年教师获得省级教学能手以上称号。除具备以上条件外,还应具备下列5项条件中的3项:</span></section><section style=";padding: 16px">⑤作为第一作者正式出版了较高水平的教育教学专著。</span></section><section style=";padding: 0px;outline: 0px;max-width: 100%;box-sizing: border-box !important;overflow-wrap: break-word !important;text-indent: 2em;line-height: 2em"><span style=";padding: 0px;outline: 0px;max-width: 100%;box-sizing: border-box !important;overflow-wrap: break-word !important;font-size: 16px">(三)建立培养人选资源库。</span></section><section style=";padding: 0px;outline: 0px;max-width: 100%;box-sizing: border-box !important;overflow-wrap: break-word !important;text-indent: 2em;line-height: 2em"><span style=";padding: 0px;outline: 0px;max-width: 100%;box-sizing: border-box !important;overflow-wrap: break-word !important;font-size: 16px">建立渭南市正高级教师、省特级教师培养人选资源库,培养对象纳入资源库,自2024年起,我市推荐正高级教师、省特级教师人选,原则上在正高级教师、省特级教师培养人选资源库的培养对象中选拔推荐。资源库采取晋级制管理办法,自入库后实施两年以上培训管理,促进其晋级为正高级或者省特级教师,期间超出相关职级年龄要求还未晋级的,自动退出培养人选资源库;无故不参与培养培训及相关教育教学活动的培养对象,视为自动退出。</span></section><section 16px">深入探索教师专业成长规律,坚持教育教学与教育科研相结合,注重平时积累与重点培养相结合,采取多种措施,着力提高培养的针对性和实效性,培养一大批师德高尚、具有先进教育理念和丰富理论知识、扎实教育教学能力和教学管理水平开拓创新能力,较大社会影响力和知名度、处于领军地位和发挥示范作用的名师和教育家。</span></section><section style=";padding: 16px">1.业务培训。每年召开培养对象培训会,通过解读《陕西省中小学教师水平评价标准条件》和《陕西省特级教师评选与管理办法》,引导培养对象对标找差距,主要从师德修养、理论素质、教育教学能力和教科研水平等方面梳理重点培养对象的弱势项目,确定成长目标和方向。</span></section><section style=";padding: 0px;outline: 0px;max-width: 16px">2.导师引领。邀请我市正高级教师、省特级教师组建市级专家组,作为培养对象的实践导师,通过政策解读、理论培训、帮扶方案制定等,实施“一对一”的帮扶指导,进行专业引领、传授经验,积极开展经验交流,及时交流教学工作和专业成长成果,实现共同促进、整体提高。</span></section><section style=";padding: 0px;outline: 0px;max-width: 16px">3.综合帮扶。市教育局业务科室、市教育研究所在开展培训交流、课题研究、“送教下乡”、公开课(示范课)展示、评优评先、课题立项、高层次公开课(示范课)开设、培训交流等方面,给予培养对象提供平台或适当倾斜,推动其迅速成长。市教育研究所每学年至少组织2次培养对象进行公开课(示范课)展示,组织教师观摩学习,进一步用于提高培养对象的专业水平及带动其他教师专业学习。</span></section><section
