富平县机动车禁限行交通管理的通告

text-align: left;"><span style="font-size: 16px;"><span style="text-wrap: wrap;"> 按照富平县重污染天气应急指挥部办公室《关于将重污染天气橙色预警升级至红色预警的通告》要求，决定自2023年12月28日起启动重污染天气I级应急响应等级。现将富平县主城区重污染天气I级响应期间实施机动车单双号尾号限行交通管理措施有关事项通告如下：</span><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">一、<strong><span style="font-size: 16px; text-wrap: wrap; color: rgb(255, 0, 0);">禁限行区域</span></strong></span></span></p><p style="white-space: normal; text-align: left;"><span style="color: rgb(255, 0, 0);"><strong><span style="font-size: 16px; text-wrap: wrap;">县城区为环城东路(不含)以西，环城南路(含)以北，环城西路(含)以东，北环线(不含)以南，所有主城区路段。</span></strong><span style="font-size: 16px; text-wrap: wrap;"></span></span><span style="font-size: 16px; text-wrap: wrap;"><br style="text-wrap: wrap;"/>二、<strong><span style="font-size: 16px; text-wrap: wrap; color: rgb(255, 0, 0);">禁限行时间</span></strong></span></p><p style="white-space: normal; text-align: left;"><span style="color: rgb(255, 0, 0);"><strong><span style="font-size: 16px; text-wrap: wrap;">2023年12月28日起至重污染天气I级响应措施终止，每天7时至20时（法定节假日和公休日除外）。</span></strong></span><span style="font-size: 16px;"><span style="text-wrap: wrap;"></span><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">三、禁限行规定</span><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">1、按照机动车号牌（含临时号牌）最后一位阿拉伯数字（尾号为英文字母的以最后一位数字为准）<span style="font-size: 16px; text-wrap: wrap; color: rgb(255, 0, 0);"><strong>实施单日单号限行、双日双号限行。即单日限行车牌尾号为1、3、5、7、9的车辆，双日限行车牌尾号为2、4、6、8、0的车辆。</strong></span></span><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">2、 重污染天气I级应急响应实施机动车单双号限行措施期间，《富平县公安局交通管理大队、渭南市生态环境局富平分局、富平县交通运输局关于实施工作日机动车尾号限行交通管理措施的通告》每日两个尾号限行措施暂停实施；<span style="font-size: 16px; text-wrap: wrap; color: rgb(255, 0, 0);"><strong>重污染天气I级应急响应解除或降级后，机动车单双号限行措施随即终止。</strong></span></span><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">3、针对柴油重型货车、建筑垃圾、砂石运输、工程运输车等高排放车辆和过境货车的管控措施不变。</span><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">4、外埠机动车进入限行区域的，按本通告规定执行。</span><br style="text-wrap: wrap;"/><span style="font-size: 16px; color: rgb(0, 112, 192);"><strong><span style="text-wrap: wrap;">四、不受禁限行措施影响机动车的几类情形</span></strong></span></span></p><p style="white-space: normal; text-align: left;"><span style="font-size: 16px;"><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">1、悬挂新能源专用号牌的新能源汽车；</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">2、公共汽车、出租汽车（不含租赁车辆）；</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">3.肢体残疾人驾驶的残疾人专用车辆;</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">4、学校接送学生校车、邮政快递运送车、押钞专用车辆、殡仪馆的殡葬车辆；</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">5、班线客运车辆，省际、省内长途客运车辆，持有市级以上交通运输管理部门核发的旅游客运证件的车辆；</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">6、执行任务的军警车、消防车、救护车、工程救险车，喷涂统一标识并执行任务的行政执法车辆和清障专用车辆，园林、环卫、道路养护等专项作业车辆；</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">7、绿色通道车辆(即整车运送鲜活农产品的车辆包括粮油食品，新鲜蔬草水果，鲜活水产品，活体畜禽，新鲜的肉、蛋、奶等)，经公安交通管理部门核发通行证，不受限行措施限制;</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">8、“领”字头号牌（牌照黑底红字）车辆及经批准临时入境的车辆。</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">五、法律责任</span><br style="text-wrap: wrap;"/><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;">违反本通告规定的，依据相关法律法规，采取电子监控设备抓拍、民警定点检查和巡逻管控等方法予以纠正和查处。</span><br style="text-wrap: wrap;"/><span style="text-wrap: wrap;"><br/></span></span></p><p style="white-space: normal;
