margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">一、明确总体思路。坚持以习近平新时代中国特色社会主义思想为指导，贯彻落实党中央、国务院关于“三农”工作的决策部署，锚定建设农业强省目标，学习运用“千万工程”经验，坚持稳中求进、以进促稳、先立后破，在实施藏粮于地、藏粮于技上下更大功夫，强化政策引导、完善实施方式，充分发挥财政引导撬动作用，做到政策总体保持稳定、重点任务保障充分、重大试点落实有效，加强农业基础设施建设，强化农业科技和装备支撑，全力保障粮食和重要农产品稳定安全供给，有力有效推进乡村全面振兴。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">二、细化实施方案。市级农业农村部门要会同财政部门严格按照下达的各项目支出方向预算资金额度执行和实施方案，不得超出任务范围安排使用资金，不得直接切块用于省级及以下地方性政策任务。压实地方投入责任，坚持投入与监管并重，加强绩效管理，不断提高财政资金使用效益。抓紧组织编制细化实施方案，对照工作任务清单和绩效目标确定各项任务资金额度，并明确实施条件、支持对象、支持标准、实施要求和监管措施。因地制宜选择适应不同主体、更加科学有效的支持方式，注重更好发挥财政资金撬动作用，引导金融和社会资本加大投入。做好各项政策统筹衔接，避免在支持内容和对象等方面出现交叉重复。市级编制的实施方案应经省级同意后及时向省级备案并正式印发，在农业农村部转移支付管理平台同步填报各专项实施方案和资金安排情况。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">三、强化绩效考核。市级财政、农业农村部门要在规定期限内及时下达资金，并同步细化分解绩效指标。中央和省级将采取绩效监控与抽查复核相结合的方式，重点评价资金安排规范性、任务实施进度、资金执行进度、信息报送以及地方财政投入等情况，并组织对重点任务、重点地区进行绩效考评。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">四、加强政策公开。市级要全面梳理编制政策“明白纸”，及时向社会发布财政支农政策，并督促指导基层加强惠农政策信息公开。加强惠农补贴资金发放管理，按规定做好拟补助对象、资金安排等信息公开公示工作，其中发放到户的补贴情况应在村级进行公示，广泛接受社会监督，村级应将公示台账留档备查。通过多种渠道宣传解读政策，努力营造利于政策落实的良好氛围。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">五、严格监督管理。各级要按照<span style="margin: 0px; padding: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">中共中央办公厅、国务院办公厅《关于进一步加强财会监督工作的意见》部署</span>，加强转移支付项目资金全链条监管，梳理排查各项资金分配使用中的问题和漏洞，严禁以拨代支、挤占挪用、虚报冒领。切实加快预算执行进度，建立资金执行定期调度机制，动态掌握项目实施进展和资金使用情况，及时妥善处理项目执行中的问题，重大事项要及时向农业农村部、财政部报告。通过农业农村部转移支付管理平台及时据实填报资金执行情况，2025年1月10日前报送项目实施总结报告。</p><p style="margin-top: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">按照《农业农村部关于做好2024年轮作休耕、油菜扩种和大豆玉米带状复合种植推广工作的通知》（农办农〔2024〕7号）要求，通过开发冬闲田、整治撂荒地、提高复种指数、发展春油菜等多种方式，进一步挖掘扩种潜力，确保完成全省30万亩扩种油菜任务。</span></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">（二）补助对象及标准</p><p style="margin-top: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">补贴对象为实际完成扩种油菜任务的种植主体，优先选择种植大户、家庭农场、农民专业合作社、农业企业、村集体经济组织等新型农业经营主体承担任务。以实际扩大油菜种植验收完成面积为基准<span style="margin: 0px; padding: 0px; background: rgb(255, 255, 255); color: rgb(255, 0, 0); font-family: 微软雅黑 !important;"><strong>，每亩补助150元</strong></span>，鼓励采取购买社会化服务和季节性流转等方式，对种子、化肥、农药、农机具服务等物化成本进行补贴，也可以现金方式直接补助种植户。</span></p><p style="margin-top: 0px; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;"><span style="margin: 0px; padding: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">由各县区农业农村部门组织辖区内符合补贴条件的油菜种植规模经营主体进行申报，并提供耕地流转协议、代耕代种协议等佐证材料。县级农业农村</span><span style="margin: 0px; padding: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">部门</span><span style="margin: 0px; padding: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">会同财政部门共同组织有关专家组成核查验收组，按照申报条件，进行实地考察、综合评审，提出核查验收意见。经县级核查验收的经营主体、完成面积及补助金额要分别在经营主体从事经营或服务所在的行政村张榜公示，并在县级农业农村信息网上同时进行公示，公示期不少于7天。公示结束后，由县级农业农村部门登记造册，将补助资金</span><span style="margin: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">按照尊重科学、总量稳定、区域优化、政策引导、主体带动的原则，按照《农业农村部关于做好2024年轮作休耕、油菜扩种和大豆玉米带状复合种植推广工作的通知》（农办农〔2024〕7号）和《陕西省农业农村厅办公室关于印发2024年大豆玉米带状复合种植实施方案的通知》（陕农办发〔2024〕40号）要求，推广应用大豆玉米带状复合种植技术模式，加快技术本土化、熟化过程，促进大豆玉米双丰收，完成全省80万亩大豆玉米带状复合种植任务。</span></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">（二）补助对象及标准</p><p style="margin-top: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">补贴对象为承担推广大豆玉米带状复合种植任务的实施主体，鼓励规模种植户承担任务。中央转移支付资金按照每亩150元的补贴标准，省级财政按照每亩50元补贴，主要用于适当弥补承担示范任务的农民或新型农业经营主体增加的播种、施肥、打药、收获等环节增加的成本。</span></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">播种完成后，按照“大豆玉米带状复合种植”要求，各地要建立带状复合种植主体信息档案，由县级农业农村部门组织人员，通过实地核查、综合评审，提出验收意见，核定具体实施地块与面积，核算补助明细。集中采购的良种、农药、化肥，按核准面积发放或统一组织实施。鼓励集中连片、整村推进、机械作业。核定的大豆玉米带状复合种植面积在种植主体所在行政村张榜公示，<span style="margin: 0px; padding: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">并在县级农业农村信息网上同时进行公示</span><span style="margin: 0px; padding: 0px; border: 0px; font-family: 微软雅黑 !important; background: rgb(255, 255, 255);">后，</span>由农业农村部门测算形成补贴资金兑付情况汇总，报财政部门审核兑付资金。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">（一）建设内容</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">按照《农业农村部办公厅关于开展绿色高产高效行动促进大面积单产提升的通知》（农办农〔2024〕6号）《农业农村部种植业管理司关于开展老旧果园改造试点工作的通知》（农农（经作）〔2024〕5号）等有关要求和示范标准，加快良田、良种、良机、良法、良制“五良”系统集成，分区域、分要素、分环节抓好耕种管收全过程提升，带动高密度种植，高质量播种，高效率水肥，辐射带动大面积均衡增产和效益提升，打造小麦、玉米、大豆、油菜整建制推进县、重点作物绿色高产高效行动推进县、“三主”融合集成平台、节水增粮推进县、经济作物“三品一标”推进县。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">（二）补助对象及标准</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">聚焦粮油、果蔬等重点作物，择优选择一批“有基础、想干事、能干成事、有影响”的种植大户、家庭农场、农民合作社、农业企业、国有农场等作为实施主体，参与绿色高产高效行动，通过示范引领，带领周边农户应用先进技术，不断提升粮食等重要农产品生产的规模化和组织化程度。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;"><strong><span style="color: rgb(255, 0, 0);">以县级为单位，对承担粮油作物整建制推进县任务的每个补助400万元（承担单产提升项目的县只认定不补助资金）；承担节水增粮增效县任务的每个补助180万元；承担小麦、玉米类的高产高效行动推进县任务的每个补助100万元，承担油菜、大豆类的高产高效行动推进县任务的每个补助85万元；承担“三主”融合集成平台建设任务的每个补助30万元；承担经济作物“三品一标”推进县任务的洛川、安塞每个补助400万元，其余每个补助300万元。省种子工作总站承担绿色高产高效品种筛选展示和推广等补助130万元，省农技推广总站承担指导培训、技术集成推广等补助66万元。</span></strong></p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">绿色高产高效原则上不与预算内单产提升工程、省级粮油绿色提单产在同一地块上实施，不与新型农业经营主体粮油单产提升行动、社会化服务、省级粮油绿色提单产等在支持内容接近的补助上叠加享受。</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">（三）资金支持环节</p><p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; border: 0px; font-family: 宋体, SimSun; text-wrap: wrap; text-align: justify; text-indent: 2em; line-height: 1.75em; font-size: 18px;">绿色高产高效项目资金对粮油、果蔬等作物单产及品质提升所涉及的关键环节予以补助，加快成熟模式的大面积推广应用，不断提高技术到位率和覆盖率。资金用于对统一供种、统一农资、统一技术、统一管理等物化投入方面的补助；对推广先进新优种苗、施药机械、制种机械、节水器材、改进施药方式、购买病虫绿色防控、耕种收一体化作业等社会化服务方面的补助；对果蔬产业集中连片改造、提升示范推广、水肥一体化、微生物有机肥土壤改良、高效节水、标准化生产、品种培优、品质提升等高产高效典型示范方面的补助；对农业农村部门组织专家开展技术指导、开展优质品种推广、新技术集成组装、瓶颈技术攻关等给予适当补助。</p><p style="white-space: normal;"><br/></p></section></section></section></section><section><section style="width: 5px;
