如何成为医保定点医疗机构、医保定点零售药店？

padding-bottom: 10px; box-sizing: border-box;" data-width="100%"><section><section style="font-size: 14px; line-height: 1.8; letter-spacing: 2px; padding-right: 10px; padding-left: 10px; box-sizing: border-box;"><section style="margin-bottom: 0px"><span style="font-size: 16px;">“今年6月，我们又有3家药店顺利通过了评审，纳入了门诊保障定点”，石家庄市石药大药房相关负责人刘娅高兴地说到。“原来拿药每个月都要去医院排队挂号”，患有糖尿病的退休职工陈阿姨告诉在药房调研的医保局工作人员，“现在方便了，在家门口药店就能报销，感谢医保的好政策”。</span></section><p></p><section style="margin-bottom: 0px"><br/></section><section style="margin-bottom: 0px"><span style="font-size: 16px;">近年来，河北把<strong>“技术好、服务优、价格低、布局合理”</strong>作为门诊保障定点药店、定点医疗机构、定点药店纳入的基本原则，细化了每项要求的具体指标。比如，在技术好方面，新增定点中高级职称的医师、护理等人员数量要更多，诊疗设备、检验检查设备要更先进。服务优方面，要能24小时购药、网上挂号、直接结算、提供节假日门诊或急诊服务，群众就诊满意度在90%以上。价格低方面，收费标准、次均费用等不高于现有同级别定点，实际报销比例要更高。布局合理方面，根据人群密集、地区边远程度，合理确定新增定点的数量和服务区域。</span></section><section style="margin-bottom: 0px"><br/></section><section style="margin-bottom: 0px"><span style="font-size: 16px;">“在每次定点纳入时，我们都用这4个标准来审核评估，达到条件的就通过，达不到条件的坚决不能通过”，河北医保局医药服务管理处杨立华介绍说，“2020年以来，有8959家次医疗机构提交了申请，通过3790家，通过率42.3%。零售药店有10718家次，审核通过5016家,通过率46.8%”。</span></section><section style="margin-bottom: 0px"><br/></section><section style="margin-bottom: 0px"><span style="font-size: 16px;">据工作人员介绍，河北在选优选强定点的基础上，加强定点医药机构监管，确保定点医药机构持续符合“技术好、服务优、价格低、布局合理”要求。2020年以来，河北全省共解除协议3148家，暂停医保服务4408家，追回医保基金46.67亿元，行政处罚9664.05万元，两定机构的医药服务水平稳步提升，医疗资源配置更加合理。</span></section><section style="margin-bottom: 0px"><br/></section><section style="margin-bottom: 0px"><span style="font-size: 16px;">充分发挥医保基金战略购买作用，挤压药品耗材价格“虚高”水分，也是河北优化医疗资源配置的重要方面。“2021年，我们生产的注射用青霉素钠以1元/支的同组最低价挂了网，2023年过评后，在多家生产企业申请涨价的情况下，我们坚持不涨价，让河北老百姓用上了价格便宜的药品，也带动了其他企业主动降价挂网”，河北某药品生产企业制药相关负责人介绍说，“每年在河北销售的数量达到300万支，药品挂网就打开了我们的销售市场，让我们从原来拼渠道、拼营销的模式中解脱出来，有更多精力进行创新药品研发”。</span></section><section style="margin-bottom: 0px"><br/></section><section style="margin-bottom: 0px"><span style="font-size: 16px;">石家庄康力药业有限公司相关负责人张媛告诉工作人员，“河北实施的药品耗材挂网规则是公开公平公正的，要想在河北销售，药品耗材必须挂网”。河北自2021年起开始实施全品种药品挂网，明确了不同厂家同通用名同品规药品的价差，比如，同质量层次化学药品最低价与最高价价差一般不超1.8倍，生物制剂、中成药价差一般不超过3倍，医用耗材价差一般不超过1.8倍。在推动实现全品种药品耗材规范挂网的同时，常态化进行挂网价格管理，建立了复活机制，启动增补挂网，允许企业以化学药品、中成药和生物制剂同组最低价申请挂网，普通仿制药价格低于过评药品，过评药品价格不能超过原研、参比制剂，有效保障了医疗机构和患者的不同用药需求。</span></section><section style="margin-bottom: 0px"><br/></section><section style="margin-bottom: 0px"><span style="font-size: 16px;">“通过实施规范挂网，药品耗材的价格不仅降下来了，挂网销售的品种也比之前增加了”，据河北医保局医用药品耗材集中采购中心贾长江介绍，“化学药品挂网2510种、平均降价32.5%、比之前增加467种，中成药挂网2580种、平均降价20.50%、比之前增加857种，生物制剂挂网138种、平均降价9.89%。耗材挂网11批30余万条产品、110余万个规格型号，其中3万多条高于同组价格的产品主动降价，与全国最低价相比，平均降幅30%，有效控制了同类耗材产品价格。”</span></section><section style="margin-bottom: 0px"><br/></section><section style="margin-bottom: 0px"><span style="font-size: 16px;">规范挂网后，定点医疗机构不采购低价产品或更多采购价格高的产品，群众的就医负担仍然得不到减轻。据了解，河北持续加强对定点医疗机构网上采购药品和异常采购行为的监管，建立网采率测算和定期通报机制，对采购非中选药品多、采购高价药品多的医疗机构及时约谈提醒，限期整改。去年以来，先后分13批下发警示提醒函，对1117家存在异常采购行为的医疗机构进行警示提醒。</span></section><p></p><p data-style="margin-top: 16px;
