一家县总工会的内设机构
<section style="margin:10px 0px;"><section style="display: inline-block; width: 100%; vertical-align: top; border-width: 0px; box-shadow: rgb(0, 0, 0) 0px 0px 0px; box-sizing: border-box;" data-width="100%"><section style="margin-top: 10px; margin-bottom: 10px;"><section style="border-width: 1px; border-style: solid; border-color: rgb(232, 73, 63); border-radius: 5px; box-sizing: border-box;"><section><section style="width: 5px; height: 5px; border-bottom: 1px solid rgb(232, 73, 63); border-right: 1px solid rgb(232, 73, 63); float: left; border-top-color: rgb(232, 73, 63); border-left-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="width: 5px; height: 5px; border-bottom: 1px solid rgb(232, 73, 63); border-left: 1px solid rgb(232, 73, 63); float: right; border-top-color: rgb(232, 73, 63); border-right-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="clear: both;"></section></section><section style="padding-right: 4px; padding-left: 4px; box-sizing: border-box;"><section style="width: 100%; border-width: 1px; border-style: solid; border-color: rgb(232, 73, 63); margin-top: -1px; margin-bottom: -1px; padding-top: 10px; padding-bottom: 10px; box-sizing: border-box;" data-width="100%"><section><section style="font-size: 14px; line-height: 1.8; letter-spacing: 2px; padding-right: 10px; padding-left: 10px; box-sizing: border-box;"><p><span style="font-size: 16px;">也许有一部分人认为，县总工会是一个清水衙门，没有什么发展前途。</span></p><p><br/></p><p><span style="font-size: 16px;">当然，没有说这话有多么错误。</span></p><p><br/></p><p><span style="font-size: 16px;">但是，这话要看对谁来说，若是没有编制的同志，想必是不会介意有没有前途的。</span></p><p><br/></p><p><span style="font-size: 16px;">又如，是一位基层老科员，本身也没有多少操作空间，根本也不会介意是否“清汤寡水”吧！</span></p><p><br/></p><p><span style="font-size: 16px;">再如，对乡镇公务员来说，组织部领导甚至喊不出大多数乡镇公务员的名字，乡镇的工作压力大，想必只有能进城，还可以保留公务员身份，简直就是“彼之蜜糖”。</span></p><p><br/></p><p><span style="font-size: 16px;">县总工会是群团组织，工会做的事情还是让很多人满意的，如果作为体制内人，喜欢总工会的工作内容和节奏，那么在工会工作也有很多做不完的事，也有成就感。</span></p><p><br/></p><p><span style="font-size: 16px;">目前，一部分县总工会*主席*还是由县常委兼任，而有些地方换成了县人大政协的副职担任，比一般科局的位置还要高些。</span></p><p><br/></p><p><span style="font-size: 16px;">下面，就以湖南省下辖常住人口为78万人的一个县级总工会为例子，来说一说，总工会下面的内设机构和所属事业机构主要职责，各地有所侧重，故仅供诸位参考。</span></p><p><br/></p><p><span style="font-size: 16px;">一、办公室。</span></p><p><br/></p><p><span style="font-size: 16px;">该股室同时挂财务资产部的牌子，负责行政后勤事务，收发文管理，调查研究，负责重大活动或是会议的文稿起草，承担其与其他单位的沟通协调；负责工会经费的“收管用”，研究制订工会财务管理体制和财务制度，提出补助经费的意见和建议。</span></p><p><br/></p><p><span style="font-size: 16px;">二、组织基层部。</span></p><p><br/></p><p><span style="font-size: 16px;">同时挂组宣网信部的牌子，负责全县的工会组织建设。负责指导和推进新建企业组建工会，承担工会会员的会籍档案管理。</span></p><p><br/></p><p><span style="font-size: 16px;">负责往上推荐“职工之家”和优秀工会工作者、优秀工会积极分子，同时承担劳动模范等先进典型的宣传，推动开展“职工之家”创建活动，推动<span style="font-size: 16px; letter-spacing: 0.034em; caret-color: var(--weui-BRAND);">公司制企业建立职工董事、职工监事制度，确保工会的健全。</span></span></p><p><br/></p><p><span style="font-size: 16px;">三、维权服务部。</span></p><p><br/></p><p><span style="font-size: 16px;">同时挂劳动和经济服务部的牌子，指导和组织开展促进就业工作，对企业职工面对的困难提供一定的帮助，比如提供救助。</span></p><p><br/></p><p><span style="font-size: 16px;">所以，作为职工遇到了遭遇临时困难，可以到工会的该部门碰碰运气，当然，也会有农民工的“金秋助学”、“送温暖”等扶贫帮困活动，从而彰显出工会组织的热情。</span></p><p><br/></p><p><span style="font-size: 16px;">四、女职工部。</span></p><p><br/></p><p><span style="font-size: 16px;">指导推进全县工会女职工工作，实施女职工困难帮扶和关爱服务，同时挂了经审办的牌子，负责县总工会经费审查委员会的日常工作。</span></p><p><br/></p><p><span style="font-size: 16px;">另外，该县还有县总工会所属事业机构。</span></p><p><br/></p><p><span style="font-size: 16px;">五、县职工服务中心。</span></p><p><br/></p><p><span style="font-size: 16px;">负责处理全县职工和农民工的来信来访，提供法律和政策咨询服务，开展心理咨询、医疗互助和救助帮扶等活动，具有工会特点。</span></p><p><br/></p><p><span style="font-size: 16px;">六、县总工会职工学校。</span></p><p><br/></p><p><span style="font-size: 16px;">负责对全县职工进行思政、文艺、技能的培训，指导全县各级工会开展职工技术技能的协作、革新、攻关、比武等工作。</span></p><p><br/></p><p><span style="font-size: 16px;">七、县工人文化宫。</span></p><p><br/></p><p><span style="font-size: 16px;">组织开展健康有益的职工群众文化娱乐活动，发展具有时代工会特色的先进文化，比如针对职工家庭开展课后托管服务等。</span></p><p style="white-space: normal;"><br/></p></section></section></section></section><section><section style="width: 5px; height: 5px; border-top: 1px solid rgb(232, 73, 63); border-right: 1px solid rgb(232, 73, 63); float: left; border-bottom-color: rgb(232, 73, 63); border-left-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="width: 5px; height: 5px; border-top: 1px solid rgb(232, 73, 63); border-left: 1px solid rgb(232, 73, 63); float: right; border-right-color: rgb(232, 73, 63); border-bottom-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="clear: both;"></section></section></section></section></section></section><p><br/></p><link rel="stylesheet" href="//www.dafuping.cn/source/plugin/wcn_editor/public/wcn_editor_fit.css?v134_PrB" id="wcn_editor_css"/>
