18px">根据《渭南市农业农村局关于印发2024年粮油生产保障资金实施方案的通知》（渭农计财〔2024〕20号）精神，为确保我县2600亩油菜扩种任务顺利完成，结合实际，现就公开遴选油菜扩种项目种植主体有关事项通告如下：<br/></span></section><section style="letter-spacing: 2px;margin-right: 0;margin-left: 0;text-indent: 2em;line-height: 2em"><strong><span style="font-family: 黑体;font-size: 18px">一、申报条件</span></strong></section><section style="letter-spacing: 2px;margin-right: 0;margin-left: 0;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">1.原则上为新增的扩种油菜，种植田块要求上年同茬为冬闲田或非油菜作物。</span></section><section style="letter-spacing: 2px;margin-right: 0;margin-left: 0;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">2.实际完成扩种油菜面积5亩以上的的种植主体，包含种植大户、家庭农场、农民专业合作社、农业企业、村集体经济组织等新型农业经营主体。</span></section><section style="letter-spacing: 2px;margin-right: 0;margin-left: 0;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">3.家庭农场、农民专业合作社、农业公司等新型农业经营主体,须具有合法有效的营业执照,且近三年无违法生产经营事故，法人代表或负责人无不良信用记录。</span></section><section style="letter-spacing: 2px;margin-right: 0;margin-left: 0;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">4.本年度已享受同类型项目补助的经营主体不得重复申报。</span></section><section style="letter-spacing: 2px;margin-right: 0;margin-left: 0;text-indent: 2em;line-height: 2em"><strong><span style="font-family: 黑体;font-size: 18px">二、补助程序</span></strong></section><section style="letter-spacing: 2px;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">1.符合申报条件的油菜种植主体需向种植地所在镇（办）提出申请，镇（办）初审后，上报县种子管理站。</span></section><section style="letter-spacing: 2px;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">2.申报结束后由县种子管理站邀请县农业农村局、财政局组织有关专家组成核查验收组，按照申报条件，进行实地考察、综合评审，提出核查验收意见。</span></section><section style="letter-spacing: 2px;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">3.经县级核查验收后对补助对象、面积等内容进行公示，公示结束无异议后，以肥料、农药等方式进行补助，补助标准为150元/亩。</span></section><section style="letter-spacing: 2px;margin-right: 0;margin-left: 0;text-indent: 2em;line-height: 2em"><strong><span style="font-family: 黑体;font-size: 18px">三、申报资料及要求</span></strong></section><section style="letter-spacing: 2px;text-indent: 2em;line-height: style="font-family: 仿宋_GB2312;font-size: 18px">2.提供工商营业执照复印件、身份证复印件。</span></section><section style="letter-spacing: 2px;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size: 18px">3.提供土地流转协议或承包合同及其他证明材料。</span></section><section style="letter-spacing: 2px;text-indent: 2em;line-height: 2em"><span style="font-family: 仿宋_GB2312;font-size:
