font-size: 16px; background-color: rgb(255, 255, 255);">—</span>17:00 为限行时间。法定节假日和公休日，不限行；若公休日因法定节假日调休为工作日的，不限行。</span></strong></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><strong><span style="letter-spacing: 2px;">二、限行区域</span></strong></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"> 阎良区行政区域内：西禹高速以东、关中环线以南（不含关中环线）、新兴路以西（不含新兴路）、环机场路以北（含环机场路）围合区域。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"> 航空基地行政区域内：西禹高速（不含西禹高速）以东、人民路以南、迎宾大道以西（含迎宾大道）、蓝天三路（不含蓝天三路）以北围合区域。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><strong><span style="letter-spacing: 2px;">三、限行规定</span></strong></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"> 每日限行两个车牌（含临时）尾号（若尾号为英文字母的，以车牌最后一位数字为准）的机动车，星期一限行1和6，星期二限行2和7，星期三限行3和8，星期四限行4和9，星期五限行5和0。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">四、外埠机动车进入上述限行区域的，按本通告规定执行。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">五、以下机动车不受上述措施限制：</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（一）悬挂新能源专用号牌的新能源汽车。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（二）校车、公共汽车、巡游出租汽车、新能源网络预约出租车及快捷货运出租汽车、9座以上（不含9座）大中型客车。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（三）持有市交通运输管理部门核发营运证件、喷涂专用标识的旅游客车和公路客车；邮政车及在市邮政管理部门备案并核发专用备案标识的快递运送车辆；经民政部门核准，喷涂“救助专用”或“西安救助”标识的专用民政救助车辆。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（四）殡仪馆的殡葬车辆。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（五）肢体残疾人驾驶的残疾人专用车辆。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（六）消防车、救护车、工程救险车、军警车，喷涂统一标识的行政执法车辆以及防汛车辆、应急车辆、清障专用车辆，园林、环卫、道路养护的专项作业车辆。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（七）执行任务的运钞车、医疗废物转运车，交通事故保险勘查车辆。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（八）“使”、“领”号牌车辆及经批准临时入境的车辆。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">（九）经行业主管部门核准，并在市公安交通管理部门备案，持有主管部门核发的《机动车绿色通行证》的“绿色通道”车辆（即整车运送鲜活农产品的车辆，包括新鲜蔬菜水果，鲜活水产品，活体畜禽，新鲜的肉、蛋、奶），具有统一标识的粮油食品配送车辆。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">六、公安交管、资源规划、交通、城管、城投、住建等职能部门，要深化城市智慧交通体系建设，进一步提高公交运力及服务水平；加快慢行交通体系建设，最大限度地满足市民出行需求，全面提升城市交通科学管理能力；全力做好突发情况、恶劣天气道路交通应急保障工作。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">七、生态环境部门要加强对环境空气质量指数的实时监测，做好超标排放车辆的监督检查和执法工作，努力改善空气环境质量。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">八、重污染天气应急响应期间的机动车禁（限）行事宜按照相关规定执行。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">九、违反本通告规定的，由公安、生态环境、交通等部门，依据相关法律法规，予以纠正和查处。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;">十、西安市公安局阎良分局、西安市生态环境局阎良分局、西安市阎良区交通运输局、西安市生态环境局阎良国家航空高技术产业基地分局可根据道路交通实际情况和空气污染实际情况及上级相关部门安排，适时调整交通限行管理的区域、时段和规则，并提前向社会通告。</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"> 特此通告</span></section><section style="text-align: justify;line-height: 2em;"><span style="letter-spacing: 2px;"><br/></span></section><section style="-webkit-tap-highlight-color: transparent;
