<section style="margin:10px 0px;"><section style="display: inline-block; width: 100%; vertical-align: top; border-width: 0px; box-shadow: rgb(0, 0, 0) 0px 0px 0px; box-sizing: border-box;" data-width="100%"><section style="margin-top: 10px; margin-bottom: 10px;"><section style="border-width: 1px; border-style: solid; border-color: rgb(232, 73, 63); border-radius: 5px; box-sizing: border-box;"><section><section style="width: 5px; height: 5px; border-bottom: 1px solid rgb(232, 73, 63); border-right: 1px solid rgb(232, 73, 63); float: left; border-top-color: rgb(232, 73, 63); border-left-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="width: 5px; height: 5px; border-bottom: 1px solid rgb(232, 73, 63); border-left: 1px solid rgb(232, 73, 63); float: right; border-top-color: rgb(232, 73, 63); border-right-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="clear: both;"></section></section><section style="padding-right: 4px; padding-left: 4px; box-sizing: border-box;"><section style="width: 100%; border-width: 1px; border-style: solid; border-color: rgb(232, 73, 63); margin-top: -1px; margin-bottom: -1px; padding-top: 10px; padding-bottom: 10px; box-sizing: border-box;" data-width="100%"><section><section style="font-size: 14px; line-height: 1.8; letter-spacing: 2px; padding-right: 10px; padding-left: 10px; box-sizing: border-box;"><p><span style="font-size: 16px; letter-spacing: 0.034em;">各县（市、区）消防安全委员会办公室，市消安委会各成员单位：<br/></span></p><p><span style="letter-spacing: 0.034em; font-size: 16px;">一、防消联勤是消防救援大队与消防救援站（政府专职消防队）共同开展的联合勤务工作，是实现公共安全治理模式向事前转型的工作方法，是深化消防执法改革，提升基层消防安全综合治理能力的重要举措。</span></p><p><span style="font-size: 16px; letter-spacing: 0.034em;">二、防消联勤是消防指战员对辖区“六熟悉”的过程中，同步开展防火巡查、宣传培训和演练测试。“六熟悉”时，主要了解掌握辖区道路交通、消防水源情况，消防安全重点单位的数量、分类和分布情况，消防安全重点单位建筑结构和使用情况，消防安全重点单位重点部位情况，消防安全重点单位内部消防设施和消防组织情况，主要灾害事故的类型和处置对策、基本程序；防火巡查主要巡查微型消防站（志愿消防队）建设、消防控制室建设及值班人员配备、灭火和应急疏散预案及单位消防演练情况、建筑消防设施维护保养记录情况，违规停放（充电）电动车、违章用火用电、生产储存经营场所违章住人、疏散通道是否畅通、室内建筑消防设施是否完好有效，周边天然水源、室外消火栓、水泵接合器是否能正常使用，消防车通道、消防救援场地是否畅通；消防宣传培训主要对社会单位和群众开展火灾案例警示宣传教育、防火灭火逃生自救常识宣传；演练测试是对社会单位开展灭火疏散能力拉动测试和实战演练，检验微型消防站或志愿消防队初期火灾扑救和人员疏散能力，结合拉动情况对微型消防站或者志愿消防队开展专业培训。</span></p><p><span style="letter-spacing: 0.034em; font-size: 16px;">三、为确保消防救援站全力开展防消联勤工作，全市单位微型消防站、多种形式消防力量统一纳入指挥调度体系。</span></p><p><span style="letter-spacing: 0.034em; font-size: 16px;">四、防消联勤工作作为一种行政指导行为，不代替消防监督执法和单位主体责任履行，不作为火灾事故追责的依据。</span></p><p><span style="font-size: 16px; letter-spacing: 0.034em;">五、防消联勤工作建立了“防”和“消”互通互融、紧密协作、资源共享、优势互补、勤务联动的工作体系，实现了“防”与“消”的有机结合，对消除火灾隐患，保持社会面安全形势稳定具有重要意义。</span></p><p><span style="font-size: 16px; letter-spacing: 0.034em;">六、针对防消联勤工作中发现的火灾隐患和违法行为，消防救援站按要求填写《风险隐患提示（移交）单》，组织社会单位进行现场整改，无法现场整改的，同步移交大队督促整改。辖区消防大队将消防救援站防火巡查中发现火灾隐患拒不改正或者隐患突出的单位作为“双随机”重点抽查对象。</span></p><p><span style="letter-spacing: 0.034em; font-size: 16px;">请各级各单位周知并相互转告，积极配合做好消防安全隐患排查及整治，共同促进社会面消防安全形势稳定。为优化营商环境，确保防消联勤工作廉洁公正，邀请社会各界共同监督工作开展情况，确保以务实、廉洁的作风带动广大社会单位不断提高消防安全管理水平，树立队伍在群众心中的良好形象。</span></p><p><span style="font-size: 16px;"> 特此通告</span></p><p style="text-align: justify"><br/></p><p style="text-align: right;"><span style="font-size: 16px;">渭南市消防安全委员会办公室</span></p><p style="text-align: right;"><span style="letter-spacing: 0.034em; font-size: 16px;">2024年11月15日</span></p><p style="white-space: normal;"><br/></p></section></section></section></section><section><section style="width: 5px; height: 5px; border-top: 1px solid rgb(232, 73, 63); border-right: 1px solid rgb(232, 73, 63); float: left; border-bottom-color: rgb(232, 73, 63); border-left-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="width: 5px; height: 5px; border-top: 1px solid rgb(232, 73, 63); border-left: 1px solid rgb(232, 73, 63); float: right; border-right-color: rgb(232, 73, 63); border-bottom-color: rgb(232, 73, 63); box-sizing: border-box;"></section><section style="clear: both;"></section></section></section></section></section></section><p><br/></p><link rel="stylesheet" href="//www.dafuping.cn/source/plugin/wcn_editor/public/wcn_editor_fit.css?v134_BN7" id="wcn_editor_css"/>
