padding-bottom: 10px; box-sizing: border-box;" data-width="100%"><section><section style="font-size: 14px; line-height: 1.8; letter-spacing: 2px; padding-right: 10px; padding-left: 10px; box-sizing: border-box;"><section style="margin-bottom: 0px;-webkit-tap-highlight-color: transparent;outline: 0px;letter-spacing: 0.544px;background-color: rgb(255, 255, 255);text-align: center;visibility: visible;line-height: 2em;font-family: 微软雅黑, sans-serif;"><p style="text-indent: 0em;text-align: justify;font-size: inherit !important;line-height: inherit !important;"><span style="font-size: 16px;">11月20日，记者从省政府新闻办召开的新闻发布会上获悉：今年以来，陕西不断推进按疾病诊断相关分组和按病种分值付费等支付方式改革，持续缓解百姓“看病难、看病贵”问题，减轻群众就医负担。截至目前，陕西已将符合条件的893家医疗机构纳入支付方式改革范围，病种覆盖率超过95%，医保基金支出占比达82.94%，初步达到促进医院管理、降低患者负担和提高医保基金使用效率的目标。</span></p><p style="text-indent: 0em;text-align: justify;font-size: inherit !important;line-height: inherit !important;"><span style="font-size: 16px;">省医保局副局长史文君介绍，陕西正在探索实施医保基金预付方式，指导条件成熟的统筹区推行基金预付模式，目前已为符合条件的137家定点医疗机构拨付预付资金11.46亿元，有效提升了医保基金支付和结算服务质效，减轻了定点医疗机构垫付就医诊疗资金的压力。</span></p><p style="text-indent: 0em;text-align: justify;font-size: inherit !important;line-height: inherit !important;"><span style="font-size: 16px;">在打造15分钟医保服务圈方面，陕西畅通乡镇（街道）、村（社区）基层经办服务网络，构建了县（区）医保经办机构负总责、乡镇（街道）医保服务站为枢纽、村（社区）卫生室为网点的15分钟医保服务圈，将医保经办延伸到群众“家门口”。目前，陕西已将1.77万家村卫生室纳入医保定点管理范围。</span></p><p style="text-indent: 0em;text-align: justify;font-size: inherit !important;line-height: inherit !important;"><span style="font-size: 16px;">“为解决好低价药、救命药、‘孤儿药’以及儿童用药的供应问题，陕西持续落实国家医保药品目录动态调整结果，较好满足了参保群众用药需求。”史文君介绍，陕西医保支付目录内药品达3088种。</span></p><p style="text-indent: 0em;text-align: justify;font-size: inherit !important;line-height: inherit !important;"><span style="font-size: 16px;">在强化常态化监督检查方面，陕西持续开展年度飞行检查。今年以来，省医保局组织对12个市（区）开展全覆盖飞行检查并进行“回头看”，共检查定点医药机构32家，发现违规金额6692.7万元，有效发挥飞行检查“利剑”震慑作用。</span></p><p style="text-indent: 0em;text-align: justify;font-size: inherit !important;line-height: inherit !important;"><span style="font-size: 16px;">此外，陕西各市、县积极组织全覆盖日常监管和专项检查，加大打击力度。截至10月底，全省共检查定点医药机构28013家，处理定点医药机构8881家，解除医保定点服务协议109家，31家（人）被移交公安机关查处。</span></p><p style="text-indent: 0em;text-align: justify;font-size: inherit !important;line-height: inherit !important;"><span style="font-size: 16px;">“陕西正全面落地执行国家组织药品医用耗材集中带量采购中选结果，积极组织参与省级（省际联盟）集中采购，有力保障患者多样化用药需求，减轻群众医药费用负担。”史文君介绍，截至目前，陕西已累计落地执行集采药品959种，实现化学药、生物药、中成药三大领域全覆盖。</span></p></section><hr style="border-style: solid;
