font-size: 16px;">关于依法严格规范自建房、城中村</span></strong></span></p><p style="text-align: center;"><span style="color: rgb(255, 0, 0);"><strong><span style="color: rgb(255, 0, 0); font-size: 16px;">燃气用户安全管理的通知</span></strong></span></p><p><span style="font-size: 16px;"> 各镇（办）：</span></p><p><span style="font-size: 16px;"> 为认真贯彻落实习近平总书记关于城镇燃气安全重要指示批示精神，按照省、市关于燃气安全专项整治相关工作要求为有效防范、坚决遏制自建房、城中村燃气安全事故的发生，保障人民群众生命财产安全，根据《中华人民共和国安全生产法》《中华人民共和国刑法》《城镇燃气管理条例》《陕西省燃气管理条例》等相关法律法规规定，县燃气专班安排燃气公司对主城区自建房、城中村居民燃气用户进行安全隐息排查，发现以下问题：</span></p><p><span style="color: rgb(255, 255, 255); background-color: rgb(255, 255, 255);"><strong><span style="color: rgb(255, 255, 255); font-size: 16px;"> </span></strong></span><span style="background-color: rgb(255, 0, 0); color: rgb(255, 255, 255);"><strong><span style="background-color: rgb(255, 0, 0); font-size: 16px;">一.燃气具安装不符合相关规范要求</span></strong></span></p><p><span style="font-size: 16px;"> <strong>1.<span style="font-size: 16px; color: rgb(255, 0, 0);"></span></strong><strong><span style="font-size: 16px; color: rgb(255, 0, 0);">使用直排式燃气热水器、热水器和采暖炉未设置专用烟道、燃气采暖热水炉和半密闭式热水器设置在浴室、卫生间，</span></strong></span><strong style="font-size: 16px;">根据《燃气工程项目规范》GB55009-2021第6.1.3条：</strong><strong style="font-size: 16px;"><span style="color: rgb(255, 0, 0);">直排式燃气热水器不得设置在室内</span>。</strong></p><p><strong style="font-size: 16px;"> <span style="color: rgb(255, 0, 0);">燃气采暖热水炉和半密闭式热水器严禁设置在浴室、卫生间内。</span>第6.3.1中第2条，<span style="color: rgb(255, 0, 0);">燃气热水器和采暖炉宜设置专用烟道。</span></strong></p><p><span style="font-size: 16px;"> <strong>2.<span style="font-size: 16px; color: rgb(255, 0, 0);">燃气管道、阀门、燃气具等燃气设施密封安装。</span>《燃气工程项目规范》GB55009-2021第5.3.3条：<span style="font-size: 16px; color: rgb(255, 0, 0);">用户燃气管道及附件应结合建筑物结构合理布置，并应设置在便于安装、检修的位置，不得设置在卧室、客房等人员居住和休息的房间，不得设置在卫生间内。</span>第5.3.6条：<span style="font-size: 16px; color: rgb(255, 0, 0);">用户燃气调压器和计量装置：应根据其使用燃气的类别、压力、温度、流量（工作状态、标准状态）和允许的压力降、安装条件及用户要求等因素选择，其安装应便于检修、维护和更换操作，且不应设置在密闭空间和卫生间内</span>。</strong></span></p><p><strong><span style="font-size: 16px;"> 3.<span style="font-size: 16px; color: rgb(255, 0, 0);">设置开放式厨房。</span>《城镇燃气设计规范》GB50028-2006第10.4.4条：<span style="font-size: 16px; color: rgb(255, 0, 0);">家用燃气灶的设置应符合下列要求：燃气灶应安装在有自然通风和自然采光的厨房内，利用卧室的套间（厅）或利用与卧室连接的走廊作厨房时，厨房应设门并与卧室隔开。</span>《燃气工程项目规范》GB55009-2021第5.3.3条：<span style="font-size: 16px; color: rgb(255, 0, 0);">用户燃气管道及附件应结合建筑物结构合理布置，并应设置在便于安装、检修的位置，不得设置在卧室、客房等人员居住和休息的房间，不得设置在卫生间内。</span></span></strong></p><p><span style="font-size: 16px;"> <span style="font-size: 16px; background-color: rgb(255, 0, 0); color: rgb(255, 255, 255);"><strong>二.使用三无产品</strong></span></span></p><p><strong><span style="font-size: 16px;"> 1.<span style="font-size: 16px; background-color: rgb(255, 0, 0); color: rgb(255, 255, 255);">违规使用自制加工件钢板取暖炉等非正规燃气设施。</span></span></strong></p><p><strong><span style="font-size: 16px;"> 《燃气工程项目规范》GB55009-2021第6.1.6条：<span style="font-size: 16px; color: rgb(255, 0, 0);">家庭用户不得使用燃气燃烧直接取暖的设备。</span></span></strong></p><p><strong><span style="font-size: 16px;"> 2.<span style="font-size: 16px; color: rgb(255, 0, 0);">使用超期燃气具和未安装熄火保护装置的灶具。</span></span></strong></p><p><strong><span style="font-size: 16px;"> 根据《家用燃气燃烧器具安全管理规则》</span></strong><strong><span style="font-size: 16px;">GB17905-2008第6.1.2条：<span style="font-size: 16px; color: rgb(255, 0, 0);">家庭用户的燃具应设置熄火保护装置；</span></span></strong></p><p><strong><span style="font-size: 16px;"> 第7.3.1条：<span style="font-size: 16px; color: rgb(255, 0, 0);">燃具从售出当日起算，燃气灶具的判废年限应为8年。燃气具发生燃烧工况严重恶化，燃烧、交换器严重烧毁或火焰外溢，检修后仍然漏气漏水或漏电的，也需要提前判废。</span></span></strong></p><p><strong><span style="font-size: 16px;"> <span style="font-size: 16px; background-color: rgb(255, 0, 0); color: rgb(255, 255, 255);">三.使用不合规燃气连接管</span></span></strong></p><p><strong><span style="font-size: 16px;"> <span style="font-size: 16px; color: rgb(255, 0, 0);">未安装专用燃气具连接软管。</span></span></strong></p><p><strong><span style="font-size: 16px;"> 根据《燃气工程项目规范》GB55009-2021第6.1.7条和《城镇燃气设计规范》GB50028-2006第10.4.3条：<span style="font-size: 16px; color: rgb(255, 0, 0);">当家庭用户管道或液化石油气钢瓶调压器与燃具采用软管连接时，应采用燃具连接软管（禁止使用橡胶软管），软管的使用年限不应低于燃具的判废年限。</span></span></strong></p><p><strong><span style="font-size: 16px;"> 四.<span style="font-size: 16px; color: rgb(255, 0, 0);">擅自安装、改装、拆除户内燃气设施和燃气计量装置</span></span></strong></p><p><strong><span style="font-size: 16px;"> 《城镇燃气管理条例》第四十九条（四）<span style="font-size: 16px; color: rgb(255, 0, 0);">擅自安装、改装、拆除户内燃气设施和燃气计量装置的；违反本条例规定，燃气用户及相关单位和个人有下列行为之一的，由燃气管理部门责令限期改正；逾期不改正的，对单位可以处10万元以下罚款，对个人可以处1000元以下罚款；造成损失的，依法承担赔偿责任；构成犯罪的，依法追究刑事责任。</span></span></strong></p><p><strong><span style="font-size: 16px;"> 五.不符合国家标准和相关条例的其他隐患燃气公司在<span style="font-size: 16px; color: rgb(255, 0, 0);">对富平主城区内以南韩村、杜村为主的自建房、城中村区域燃气用户检查中，发现存在较多安全隐患，且整改难度较大，针对已排查出的隐患，各镇（办）需高度重视，积极协同燃气公司开展隐患整改工作，并切实履行属地监管责任，加大监管力度，确保整改措施得到有效执行。</span></span></strong></p><p><strong><span style="font-size: 16px;"> 此外，为提升用户的安全用气意识，各镇（办）还需加大燃气安全使用的宣传与培训力度。</span></strong></p><p><span style="font-size: 16px;"> <strong>应明确，<span style="font-size: 16px; background-color: rgb(255, 0, 0); color: rgb(255, 255, 255);">燃气用户作为城镇燃气使用的责任主体，需遵循“谁使用、谁负责”的原则，规范使用燃气。</span></strong></span></p><p><span style="font-size: 16px;"><strong> <span style="font-size: 16px;
