22日，教育部基础教育质量监测中心将对我县义务教育阶段24个样本校开展德育、语文、数学等9门学科的现场测试。今年，我县是义务教育优质均衡督导评估认定申报县，义务教育质量监测是国家义务教育优质均衡创建评估认定的关键指标之一。为确保此项工作顺利推进，特整理以下内容。希望大家认真阅读，积极做好宣传工作，增强师生与家长对该工作的重视程度，共同营造良好的舆论氛围 style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">贯彻落实党的二十大精神，深入推进义务教育优质均衡发展，树立“重硬件，更重软件”“重数量，更重质量”“重指标合格，更重人民满意”的评价导向，引导各级政府重视和加强质量建设，努力办好人民满意的教育。客观反映区县层面义务教育阶段学生学业质量状况，为县域义务教育优质均衡发展国家督导评估认定提供客观依据和参考。</span></p><p style="text-indent: 2em;line-height: 1.75em;margin-top: 16px;margin-bottom: 16px"><strong><span style="font-size: 16px">二、监测时间</span></strong></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">2025年义务教育优质均衡督导评估认定申报县(市、区)教育质量监测现场测试时间为<strong><span style="color: rgb(0, 122, 170)">5月21日至22日</span></strong>。</span></p><p style="text-indent: 2em;line-height: 1.75em;margin-bottom: 16px;margin-top: 16px"><strong><span style="font-size: 16px">三、监测对象</span></strong></p><p style="text-indent: 2em;line-height: 1.75em"><strong><span style="font-size: 16px;color: rgb(0, 122, 170)">2025年春季学期义务教育阶段四年级和八年级学</span></strong><span style="color: rgb(0, 122, 170)"><strong><span style="font-size: 16px">生</span></strong><span style="font-size: 16px">。</span></span></p><p style="text-indent: 2em;line-height: 1.75em;margin-top: 16px;margin-bottom: 16px"><strong><span style="font-size: 16px">四、监测内容</span></strong></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">监测学科领域为<strong><span style="color: rgb(0, 122, 170)">语文</span></strong>、<strong><span style="color: rgb(0, 122, 170)">心理健康</span></strong>、<strong><span style="color: rgb(0, 122, 170)">数学</span></strong>、<strong><span style="color: rgb(0, 122, 170)">科学</span></strong>、<strong><span style="color: rgb(0, 122, 170)">德育</span></strong>、<strong><span style="color: rgb(0, 122, 170)">劳动</span></strong>、<strong><span style="color: rgb(0, 122, 170)">艺术</span></strong>、<strong><span style="color: rgb(0, 122, 170)">英语</span></strong>、<strong><span style="color: rgb(0, 122, 170)">体育与健康</span></strong>。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">语文：主要监测学生掌握语文基础知识情况、阅读能力和书面表达能力等。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">心理健康：主要监测学生情绪、人际交往等发展状况以及常见的心理行为问题等。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">数学：主要监测学生掌握数学基础知识和思维方法情况、运算能力、问题解决能力等。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">科学：主要监测学生掌握科学基础知识和思维方法情况、科学探究能力等。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">德育：主要监测学生的理想信念、道德行为规范以及基本国情常识掌握情况等。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">劳动：主要监测学生劳动观念、劳动知识和能力、劳动习惯和品质等。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">艺术：主要监测学生掌握艺术基础知识情况，通过艺术作品和活动感受美、表达美的能力，审美趣味和审美格调。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">英语：主要监测学生掌握英语基础知识情况，阅读、写作等综合语言运用能力等。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">体育与健康：主要监测学生身体形态、机能、体能状况等。</span></p><p style="text-indent: 2em;line-height: 1.75em;margin-bottom: 16px;margin-top: 16px"><strong><span style="font-size: 16px">五、监测形式</span></strong></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">学生语文、心理健康、数学、科学、德育、劳动、艺术、英语等8科通过<strong><span style="color: rgb(0, 122, 170)">在线作答</span></strong>，体育与健康则通过<strong><span style="color: rgb(0, 122, 170)">现场测试</span></strong>进行。</span></p><p style="text-indent: 2em;line-height: 1.75em;margin-bottom: 16px;margin-top: 16px"><strong><span style="font-size: 16px">六、监测样本</span></strong></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">根据学校地理位置、学校性质和学校规模，在全县分别抽取<strong><span style="color: rgb(0, 122, 170)">14所样本小学</span></strong>、<strong><span style="color: rgb(0, 122, 170)">10所样本初中</span></strong>。每所学校抽取<strong><span style="color: rgb(0, 122, 170)">30名学生</span></strong>。</span></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">申报县名单由教育部教育督导局通知。教育部基础教育质量监测中心通过“信息上报及抽样系统”同步公布；样本校名单通过“信息上报及抽样系统”公布；样本学生名单在测试当天通过“信息上报及抽样系统”公布。</span></p><p style="text-indent: 2em;line-height: 1.75em;margin-bottom: 16px;margin-top: 16px"><strong><span style="font-size: 16px">七、组织实施</span></strong></p><p></p><section style="text-indent: 2em;line-height: 1.75em;margin-bottom: 8px"><span style="font-size: 16px">义务教育优质均衡督导评估认定申报县(市、区)教育质量监测工作由各级教育督导部门组织实施。教育部教育督导局负责统筹规划、政策指导；省级教育督导部门负责本地区的测试组织和过程监督；地市级教育督导部门按省级教育督导部门要求，协助做好市域内各申报县监测组织实施工作的指导、检查、监督与协调等工作；县级教育督导部门负责组织现场测试；样本校按照测试程序与规范完成各项工作。</span></section><section style="text-indent: 2em;line-height: 1.75em;margin-bottom: 8px"><span style="font-size: 16px">各级监测组织实施部门和单位须高度重视教育质量监测工作，加强组织领导，落实工作职责，保障工作经费，强化过程监督；须加强监测队伍的建设与管理，做好培训工作，保证参与组织实施工作的相关人员了解政策、熟悉规则、掌握方法、规范流程；须加强各级监测组织实施部门和单位的沟通与衔接，按时完成各环节工作情况的上报与总结；须严明工作纪律，确保2025年国家义务教育优质均衡督导评估认定申报县(市、区)教育质量监测组织实施工作顺利完成。</span></section><p></p><p style="text-indent: 2em;line-height: 1.75em"><span style="font-size: 16px">各级监测组织实施部门和单位须建立监测工作责任制度，各级监测工作主要负责人要对本级监测数据的真实性、客观性和有效性负责，对监测工具和监测数据的安全性负责。要严格按照规定程序和抽样名单施测，加强监测数据质量的全过程监控，在监测实施的各个环节均安排专人负责数据质量。要坚决杜绝模题应考、抄袭舞弊、干预正常作答、测后更改答案、替换参测人员等弄虚作假行为。对存在弄虚作假情况的单位及个人，一经查实，将按照《教育督导问责办法》严肃处理。</span></p><p
