font-size: 16px;">一、树牢安全发展理念 压实主体责任</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-size: 16px;">各基层工会要深入贯彻落实习近平总书记关于安全生产重要指示批示精神，将安全生产作为企业发展的生命线，摆到重要位置，纳入重要日程。严格落实安全生产主体责任，健全安全生产责任制，明确各岗位的责任人员、责任范围和考核标准，形成“横向到边、纵向到底”的全覆盖责任体系。单位主要负责人要切实履行安全生产第一责任人职责，亲自抓、负总责，做到安全投入到位、安全培训到位、基础管理到位、应急救援到位。</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-weight: bold; font-size: 16px;">二、强化安全教育培训 提升安全素养</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-size: 16px;">各基层工会要建立健全安全培训体系，定期组织开展安全生产法律法规、安全操作规程及应急处置技能的学习培训。保证从业人员具备必要的安全生产知识，熟悉有关的安全生产规章制度和安全操作规程，掌握岗位安全操作技能，提高全员安全意识和自我保护能力。尤其针对新入职员工、转岗员工，要开展针对性的岗前安全培训，未经安全培训合格不得上岗作业。</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-weight: bold; font-size: 16px;">三、加强劳动保护监督 筑牢安全防线</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-size: 16px;">督促所在单位严格按照国家劳动安全卫生标准和行业规范，为职工配备符合国家标准或者行业标准的劳动防护用品，并指导职工正确佩戴和使用。定期组织开展劳动保护专项检查，重点检查生产车间、工作场所的安全设施设备运行情况、安全警示标识设置情况等，对发现的安全隐患及时督促整改。对于存在重大安全隐患且整改不力的情况，工会应及时向上级部门反映。</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-weight: bold; font-size: 16px;">四、深化隐患排查治理 落实安全责任</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-size: 16px;">深入开展安全生产及消防风险隐患排查工作。加强对重点区域、关键环节、重要设备设施以及危险源的监控和管理，对排查出的隐患，要建立详细的整改台账，明确整改责任人、整改措施和整改时限，确保隐患整改到位。鼓励职工积极参与安全生产管理，通过设立意见箱、线上反馈渠道等方式，广泛收集职工建议。对反馈问题建立整改台账，逐项销号处理。</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-weight: bold; font-size: 16px;">五、维护职工合法权益 保障职工福祉</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-size: 16px;">各基层工会组织要严格按照《劳动法》《工会法》《安全生产法》等法律规定，加大安全生产投入，从设施设备配套、教育培训、制度落实、隐患排查、作业环境和劳动条件改善、职业病防治等方面入手，提升管理水平，向职工提供必要的劳动防护用品，采取有效的安全防护措施，维护好广大职工生命健康财产权益；合理安排职工的工作和休息时间，工时变更调整应履行民主程序，保障职工休息休假权益。</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-weight: bold; font-size: 16px;">六、做好应急管理工作 提升处置能力</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-size: 16px;">制定安全生产应急预案，并定期组织职工开展应急演练，确保职工熟悉应急响应流程、掌握应急处置方法。加强应急救援物资储备和管理，对应急救援设备进行定期检查和维护，确保在突发情况下能够迅速响应、有效处置。</span></p><p style="color: rgb(51, 51, 51);text-indent: 2em;margin-bottom: 8px;"><span style="font-size: 16px;">安全生产是发展的底线和生命线。各基层工会要充分认识安全生产工作的重要性，切实履行工会职责，发挥工会组织在安全生产工作中的监督与协调作用。请各基层工会高度重视，认真落实上述安全提示要求，共同营造安全稳定的工作环境。</span></p><p><span style="font-size: 16px;"><br/></span></p><p style="color: rgb(51, 51, 51);
