letter-spacing: 2px; line-height: 1.75em; text-align: justify; margin-bottom: unset; transform: rotateZ(0deg);"><section style="line-height: 1.75; font-size: 16px; color: rgb(62, 62, 62); margin-bottom: unset;" data-pm-slice="3 3 ">各市（区）人力资源和社会保障局、教育局，省级各有关单位： 根据工作安排，现就2025年度全省中小学正高级教师评审及乡村正高级教师考核认定工作通知如下。 一、时间安排及工作程序 （一）信息公布（6月15日前完成） 各市（区）人社、教育部门及省级有关单位，结合本地区（单位）教师队伍建设实际及岗位空缺情况，制定不低于省级标准的地区标准，确定本地区（单位）申报方案，并按职责分工公布申报条件、工作程序、时间安排、监督举报电话及电子邮箱等相关事项。 （二）个人申报（8月25日前完成） 申报人员向所属单位提出申请，通过互联网访问陕西省职称网上申报系统并注册。按照网页提示及要求上传电子支撑材料（所有业绩成果均为任高级职称以来取得）并填写相关信息后，系统自动生成《专业技术任职资格申报人员评审简表》（以下简称《评审简表》）。符合破格条件的申报人员需在系统中导出《破格申请表》，各级单位填写意见并加盖公章后，申报人员生成JPG格式文件上传至陕西省职称网上申报系统。本人确认无误后，在系统中将个人申报材料信息上传至所属单位。 （三）逐级审核推荐（9月25日前完成） 1.各用人单位对照申报条件（附件1），通过互联网访问陕西省职称网上申报系统（登录账号由所属县区人社部门或主管单位负责分配），对本单位参评人员申报信息和资料进行审核，并将符合申报要求人员的《评审简表》在本单位公示不少于5个工作日，公示无异议后，按照管理权限逐级传送。 2.市（区）人社部门按照申报条件，通过互联网访问陕西省职称管理信息系统，对所属用人单位报送的申报资料进行审核，并将符合条件要求的申报人选资料传送至中小学教师系列正高级职称评审委员会；省属有关单位对照申报条件，通过互联网访问陕西省职称网上申报系统，审核本单位申报人员材料，并将符合条件要求的申报人选资料传送至主管单位，主管单位审核汇总后传送至中小学教师系列正高级职称评审委员会。 3.各市（区）及省级有关单位在系统中报送审核材料时，须导出中小学教师系列正高级职称申报信息汇总表，打印并加盖公章后以JPG格式文件传送至中小学教师系列正高级职称评审委员会。同时，以正式文件方式书面向省人力资源和社会保障厅报送审核推荐结果。 （四）评审及考核认定 省人力资源和社会保障厅、省教育厅组建中小学教师系列正高级职称评审委员会，按照规定程序实施评审及考核认定工作（具体时间另行通知）。评审及考核认定结果在省人力资源和社会保障厅、省教育厅门户网站公示5个工作日。 二、有关事项说明 （一）职称资格确认。外省（含中央驻陕、军队转业）调入我省的中小学教师，按照职称确认工作要求和我省中小学教师系列正高级职称任职条件，由各市区（单位）在职称申报系统中报送确认材料。 （二）职称资格转换。已评聘非中小学教师系列正高级职称的专业技术人员，确因工作需要转换到中小学教师岗位，须在中小学教师岗位工作满1年以上，按照职称转换工作要求和中小学教师系列正高级职称申报条件，在职称申报系统中提交申请材料。 （三）基层倾斜政策。落实党中央、国务院和省委、省政府关于加快推进乡村人才振兴有关要求，对符合陕西省人力资源和社会保障厅《关于乡村振兴人才职称晋升支持政策的通知》相关规定的申报人员，予以政策倾斜。 （四）绿色通道考核认定。符合《陕西省突出贡献人才和引进高层次人才高级职称考核认定办法》的申报人员，由各地区（单位）线下报送一式七份考核认定佐证材料。佐证材料包括但不限于完成教学工作量、班主任或主持社团工作经历、示范观摩教学或学术报告、培养和指导本学科教师、教师评议优秀率、论文论著、教科研课题等。 （五）担任领导职务人员推荐比例。各单位推荐的申报人员中，担任学校（村小、教学点除外）和教研机构领导职务的人数不得超过总人数的30%（含职称确认、职称转换人员）。领导职务包括：校级党组织正副职、校长、副校长，教研机构（含电教馆）正副职，幼儿园正副园（院）长。 （六）委托评审程序。非隶属我省的有关教育教学单位，若需委托我省中小学教师系列正高级职称评审委员会代为评审，应按隶属关系由其人事管理权限所属单位向省人力资源和社会保障厅出具书面委托评审函。未经书面委托的申报材料，不予接收。 （七）任职年限及论文要求。申报人员的学历、任职年限计算时间截止到2025年12月31日。申报的论文、科研项目等发表、完成时间截止到2025年8月25日。手册、论文集、增刊、专刊、特刊、专辑、论文刊用通知、用稿清样等均不能作为申报论文。申报人员需提交近一学年本人教案。 （八）职称申报系统网址。陕西省职称网上申报系统互联网登录网址为：（http://1.85.55.147:7221/zcsb）；人社内网登录网址为：（http://10.190.134.115/zcgl）。 （九）评审结果、评审审批意见表及证书。评审通过人员批复文件将直接下发给各市人社局或有关推荐单位。评审通过人员的专业技术任职资格评审表请登录“陕西省职称网上申报系统”，点击“完成并送审”—“专业技术任职资格评审表”下载打印。评审通过人员职称资格电子证书在评审批复文件下发15个工作日后，登录陕西省人力资源和社会保障厅官网，点击“办事服务”—“个人服务专区”—“陕西省专业技术人员职称资格证书管理系统入口”—“个人查询”，在此界面点击“打印电子证书”、右上方下载、打印图标进行下载或打印证书。 三、有关要求 1.各市区（单位）要提高政治站位，从严审核申报人员材料。对工作标准不高、材料把关不严的单位，省人力资源和社会保障厅、省教育厅将视情况予以约谈。 2.申报人员和各市区（单位）要认真学习《陕西省职称评审操作手册》（网上申报系统主页中），按照《手册》规范进行操作，以免影响正常评审。 3.电子化申报材料应严格按照要求制作和上传（附件2）。 4.各市区（单位）已有职称系统登录账号可继续使用，无需再次申请。有申报需求的中央驻陕单位，申报前须书面向省人力资源和社会保障厅申请登录账号。 5.申报材料若涉密，应脱密处理后线下报送，所有报送材料不再退回。 6.所有申报人员均须参加中小学教师教育教学能力测试答辩，具体安排另行通知。 7.请申报人员及单位按时完成申报、审核、上传等工作。逾期将不予受理。 联系人及电话：张有乾029-63915091（省人社厅）续彦君029-88668696（省教育厅）技术支持工作群：909442571陕西省人力资源和社会保障厅陕西省教育厅2025年5月8日</section></section></section></section></section></section> </section></section></section></section><section><section style="width: 5px;
