leaf="">为深入贯彻落实习近平总书记对殡葬工作的重要指示批示精神，进一步深化殡葬改革，强化殡葬行业公益属性，推动基本殡葬服务均等化。结合我市实际，现就实施惠民殡葬服务政策有关事项通知如下：</span></p><p style="break-inside: auto;text-indent: 0.44in;margin-bottom: 0in;break-before: style="font-family:微软雅黑, Microsoft YaHei;">整合优化现有殡葬惠民政策，构建以“普惠保障”为基础、以“分类救助”为补充的惠民殡葬政策框架，健全完善“免除不享受国家丧葬补助金和抚恤金政策的本市户籍居民火化四项基本费用、困难群体享受分类殡葬救助”的政策体系，推动惠民殡葬政策覆盖更多的城乡居民。</span></p><p style="break-inside: auto;text-indent: 0.44in;margin-bottom: 0in;break-before: auto;break-after: auto;line-height: 2em;"><strong style="font-size: 17px;"><span style="font-family: 黑体, SimHei;">二、惠民殡葬享受对象及标准</span></strong></p><p style="text-indent: 2em;line-height: 2em;"><span style="font-family:微软雅黑, Microsoft YaHei;">1.保障对象：凡具有渭南户籍，去世后在渭南市殡葬服务机构内火化、或在渭南市外死亡后就近火化且未享受惠民殡葬政策的城乡居民。（不包含享受机关事业单位工作人员、离退休人员死亡后丧葬费和死亡性抚恤金、企业职工基本养老保险丧葬补助金和抚恤金，以及享受城乡特困人员丧葬费用的城乡居民。已享受困难群众殡葬救助政策的人员不再重复享受惠民殡葬政策。）</span></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">2.保障内容：惠民殡葬服务政策一次性减免800元。</span></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">①遗体接运费最高不超过200元。</span></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">②遗体冷藏费最高不超过240元。</span></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">③普通火化炉火化费最高不超过260元。</span></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">④骨灰寄存费最高不超过100元。</span></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">以上减免项目费用实行动态管理，以发展改革部门当年核定的基础收费标准为限额予以补助，各项补助限额分项计算，以殡葬服务项目原始缴费票据为准，超出部分由家属自理。</span></p><p style="break-inside: auto;text-indent: 0.44in;margin-bottom: 0in;break-before: auto;break-after: auto;line-height: 2em;"><strong style="font-size: 17px;"><span style="font-family: 黑体, SimHei;">三、办理程序</span></strong></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">（一）现场办理：丧属或委托人持逝者身份证、户口本原件及复印件，申请人身份证、银行卡原件及复印件，到殡葬机构填写《渭南市惠民殡葬补助申请审批表》，按规定先行缴纳火化费用，并由殡葬服务机构经办人现场初审、核准减免金额、签署初审意见，申请人签字确认，经殡葬机构主要负责人审核后，留存相关证件资料。</span></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">（二）事后申请：符合条件的惠民殡葬减免对象在渭南市外火化的，或在渭南市域内火化，但申请人现场未能及时提供所需资料的，申请人须在遗体火化后三个月内携带火化证、基本殡葬服务项目缴费原始票据、逝者身份证、户口本原件及复印件，申请人身份证、银行卡原件及复印件，到户籍所在地殡葬服务机构和县级民政部门申请办理。</span></p><p style="break-inside: auto;text-indent: 0.44in;margin-bottom: 0in;break-before: auto;break-after: auto;line-height: 2em;"><strong style="font-size: 17px;"><span style="font-family: 黑体, SimHei;">四、审核审批流程</span></strong></p><p style="text-indent: 2em;line-height: 2em;"><span leaf="">殡葬服务机构和县级民政部门要严格审核，对难以界定享受条件的人员要充分利用居民经济状况核对系统进行认真核查，或及时会同人力资源保障部门和养老保险经办机构进行协查，对符合享受惠民殡葬政策减免条件的由县级民政局部门（殡葬服务机构）签署审批意见，作出审批决定。对复审不符合享受惠民殡葬政策减免条件的，要及时通知申请人，告知原因。对审核确认符合享受减免条件由县级民政部门汇总填写《渭南市惠民殡葬补助资金汇总表》、《渭南市惠民殡葬补助对象名册》，每月5日前报县级财政部门，申请退还减免费用，并由财政部门或殡葬机构按丧属提供的有效账户退还到位。对所有申请审批经办资料由殡葬机构整理归档，档案一式两份，殡葬机构和县（市、区）民政部门分别存档。</span></p><p 2em;"><span leaf="">实施惠民殡葬政策是市委、市政府保障和改善民生的重要举措，各（市、区）要高度重视，精心组织实施，结合本地实际预算资金，确保政策落地。市民政局、财政局按照职责对政策执行情况进行监督、检查和指导，确保专项资金足额、及时拨付到位，并加强资金使用监管。</span></p><p style="line-height: 2em;text-indent:
