color: rgb(136, 136, 136); font-size: 16px; -ms-word-wrap: break-word !important; max-width: 100%; box-sizing: border-box !important;">要按照“党政同责、一岗双责，齐抓共管、失职追责”要求，严格落实春季防火责任。相关行业主管部门要在当地政府统一领导下，积极承担消防安全监管责任，建立预警监测联动机制，加大林区牧区野外用火防控、处罚力度，提高突发火情处置能力，全力做好春季防火工作。全省各级机关、社会团体、企事业单位和其他组织要严格遵守各项消防法律法规，落细落实防火措施，严防火灾事故发生。</span></p><p style='margin: 0px; color: rgb(136, 136, 136); font-size: 16px; -ms-word-wrap: break-word !important; max-width: 100%; box-sizing: border-box !important;">春季防火期内，禁止在林区野外用火，因特殊情况需要用火的，必须经过县级人民政府或者县级人民政府授权的机关批准；因生产活动需要在草原上野外用火的，应当经县级人民政府草原防火部门批准。个人严禁携带火种进山入林，严禁在野外玩火弄火、私烧乱点，严禁在野外烧荒烧地边、焚烧农作物、焚烧垃圾，严禁在野外烧火做饭、吸烟、乱扔烟头等。</span></p><p style='margin: 0px; color: rgb(136, 136, 136); font-size: 16px; -ms-word-wrap: break-word !important; max-width: 100%; box-sizing: border-box !important;">清明将至，要引导群众自觉摒弃祭祀陋习，依法严禁焚烧纸钱香烛、燃放烟花爆竹等，尽全力消除清明火灾隐患。要坚持文明祭祀，采用鲜花祭奠、网上祭奠、植常青树、清扫墓碑等文明时尚、绿色安全的祭祀方式怀念逝者、寄托哀思。</span></p><p style='margin: 0px; color: rgb(136, 136, 136); font-size: 16px; -ms-word-wrap: break-word !important; max-width: 100%; box-sizing: border-box !important;">各地要开展全方位、拉网式的春季火险隐患大排查，做到纵向到底、横向到边、不留死角。对排查出的隐患，各级政府要建立整改台账，细化措施、明确时限，实行挂牌督战、销号管理，确保改彻底、改到位。对检查中发现的失职渎职、有令不行、贻误战机等行为，要依法、依规、依纪严肃处理。</span></p><p style='margin: 0px; color: rgb(136, 136, 136); font-size: 16px; -ms-word-wrap: break-word !important; max-width: 100%; box-sizing: border-box !important;">春季防火期内，未经批准擅自在森林防火区野外用火的，责令停止违法行为，给予警告，对个人并处200元以上3000元以下罚款，对单位并处10000元以上50000元以下罚款；在草原防火管制区内未按照规定用火的，责令停止违法行为，采取防火措施，消除火灾隐患，并对有关责任人员处200元以上2000元以下罚款，对有关责任单位处2000元以上20000元以下罚款。对造成森林草原火灾，构成犯罪的，依法追究刑事责任。对于防火期内违规用火的公职人员，一律按照上限处罚并通报所在单位，对不作为、履职不力的公职人员，一律依法给予处分。未尽事宜，依照相关法律法规查处。</span></p><p style='margin: 0px;
