陕西出台20项措施加快推动农民合作社高质量发展

color: rgb(23, 35, 93); letter-spacing: 1.5px; font-size: 14px; box-sizing: border-box;" data-autoskip="1"><p style="margin: 5px 0px; line-height: 1.5em;"><span style="color: rgb(89, 87, 87); font-size: 16px;">加强财政扶持、强化金融保险服务、加大涉农项目支持、支持参与乡村事业发展、落实用地用水用电政策、推动人才支撑等方面提出了政策支持措施。要求省、市、县强化涉农资金统筹，依法加大财政支持农民合作社规范提升力度。鼓励采取以奖代补的形式对贫困村的农民合作社予以扶持，对获得并监测合格的国家示范社、省级百强社和社员年度分红增幅大的农民合作社优先列入资金扶持。把农民合作社纳入信用评价体系，对示范社给予贷款优先、利率优惠、额度放宽、手续从简。实施农民合作社粮油加“百仓工程”、果蔬菌“百库工程”、肉蛋奶“百场工程”和水产品冷鲜仓储工程项目。积极支持农民合作社优先承担高标准农田建设、“三农”补短板、农业社会化服务、农机补贴等项目，参与农产品产地批发市场和跨区域农产品流通基础设施建设等，增强服务农户增收能力。明确优先扶持农民合作社建设作物秸秆、农村垃圾处理利用等设施，参与农村生产生活基础设施建设，发展休闲农业、民俗旅游、民间工艺制造、乡村文体事业，发挥其在农村人居环境整治、美丽乡村建设、增加农民收入中的积极作用。<br></span></p></section></section></section></section></section><section><span style="color: rgb(136, 136, 136);
