font-size: 16px;">，此次集中查处企业主要负责人等不依法履职、不具备安全生产条件、安全教育不到位以及事故隐患管理方面的违法行为等共性任务的基础上，对煤矿、危险化学品、非煤矿山、烟花爆竹、金属冶炼等高危行业领域以及建筑施工、交通运输等行业领域重点执法查处内容进行了进一步明确，同时要求城市燃气、工贸、民爆、特种设备、水利、电力、旅游等行业领域，结合其各自安全生产工作特点，分行业领域组织开展集中执法行动。</span></span></section><section style="line-height: 1.5em;"><span style="color: rgb(89, 87, 87); font-size: 16px;">，</span><span style="color: rgb(0, 122, 170); font-size: 16px;">一是推进分级分类执法。</span><span style="color: rgb(89, 87, 87); font-size: 16px;">要求强化领导，周密安排，做到工作任务明确、责任分工清晰。要注重分级分类执法，合理确定执法企业，确保“一户企业只对应一个层级执法主体”。要围绕疫情防控大局，将集中执法行动与积极推进企业复工复产安全生产工作紧密结合，努力营造安全、和谐、稳定的社会氛围。</span><span style="color: rgb(0, 122, 170); font-size: 16px;">二是严格落实行政处罚。</span><span style="color: rgb(89, 87, 87); font-size: 16px;">要求落实行政执法公示、全过程记录、重大执法决定法制审核“三项制度”，对执法过程中发现的违法违规行为，该处罚的必须依法处罚，该停产停业整顿的必须停产停业整顿，经停产停业整顿仍不具备安全生产条件的，提请当地政府依法予以关闭。要充分发挥挂牌督办、信访举报、媒体曝光等手段，倒逼企业落实安全生产主体责任。</span><span style="color: rgb(0, 122, 170); font-size: 16px;">三是切实加强执法监督。</span><span style="color: rgb(89, 87, 87); font-size: 16px;">要督促安全生产执法人员严格落实中央八项规定精神和党风廉政建设有关规定，轻车从简，廉洁自律。要及时公开信访举报电话，自觉接受媒体和社会监督。对于在执法中发现存在“人情执法”、“关系执法”和执法不严、违法不究的执法人员，要实行责任倒查，严格依法依纪追究责任；对存在执法走过场、“宽、松、软”、不精准、“一刀切”等突出问题，要及时进行纠正；对以检查代替执法、以整改代替处罚等行为以及“零执法、零处罚”市（县、区），将适时进行通报批评。各市开展集中执法 情况将作为对各市安全生产年度目标责任考核的重要内容。</span></span><span style="color: rgb(89, 87, 87);
