line-height: 2em;"><span style="font-size: 15px; color: rgb(217, 33, 66);"><strong>一、坚持党对疫情防控工作的领导。</strong></span></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">全市上下要坚决服从党中央指挥、调度和省委、市委的决定，贯彻坚定信心、同舟共济、科学防治、精准施策的总要求，按照依法依规、有序规范、联防联控、群防群治的原则，把区域治理、部门治理、行业治理、基层治理、单位治理有机结合起来，<span style="color: rgb(84, 141, 212);">做好较长时间应对外部环境变化的准备</span>，切实做实做细疫情防控工作。</span></section><section style="box-sizing: border-box; color: rgb(217, 33, 66);">二、抓紧抓实抓细疫情防控工作。</span></strong></section><section style="line-height: 2em; box-sizing: border-box;"><section style="line-height: 2em;"><span style="font-size: 15px;">全市各级人民政府及其有关部门应当履行属地责任、部门责任，密切关注疫情形势变化，<span style="color: rgb(84, 141, 212);">建立健全市、县（市、区）、乡镇（街道）、村居（社区）等防护网络，落实“网格化管理”措施</span>，形成跨部门、跨层级、跨区域防控体系，做好疫情监测、排查、预警、防控工作，落实全市联防联控机制，及时采取更有针对性和实效性的防控措施。</span></section><section style="line-height: 2em;"><br></section><section style="line-height: 2em;"><span style="font-size: 15px;">市、县（市、区）人民政府及其有关部门应当强化对定点医疗机构、集中隔离场所等重点部位的综合管理保障工作，全力维护医疗、隔离秩序。</span></section><section style="line-height: 2em;"><br></section></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">乡镇人民政府和街道办事处应当按照市、县（市、区）统一部署，落实各项措施，充分运用“大数据+网格化”手段，组织指导村（居）民委员会有针对性采取防控举措，做好本辖区内的防控工作。同时发挥社会综合治理平台优势，强化疫情防控法律服务，加强疫情期间矛盾纠纷化解。</span></section><section style="box-sizing: border-box; line-height: 2em;"><br></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">村（居）民委员会应当发挥自治作用，协助相关部门做好流行病学调查，以及村居（社区）疫情防控宣传教育、健康提示和人员健康监测工作，细化优化实化已有的相关有效防控措施，及时收集、登记、核实、报送相关信息，同时做好相关生活服务工作。业主委员会、物业服务企业、志愿服务组织应当配合做好疫情防控工作。<br style="color: rgb(43, 43, 43); line-height: 2em;"><span style="color: rgb(217, 33, 66);"><strong><span style="font-size: 15px;">三、强化公共卫生法治保障。</span></strong></span></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">市、县（市、区）人大常委会要对公共卫生、应急管理、野生动物保护相关地方性法规开展执法检查。市、县两级人民政府可以在不与宪法、法律、行政法规、本省市地方性法规相抵触的前提下，采取临时性应急管理措施，在医疗卫生、防疫管理、隔离观察、道口管理、交通运输、社区管理、市场管理、场所管理、生产经营、劳动保障、市容环境、野生动物管理等方面，制定政府规章或者发布决定、命令、通告等，并依法报同级人大常委会备案。全市各级国家机关及其部门要全面依法履行职责，从立法、执法、司法、守法各环节发力，提高依法防控、依法治理的能力。<br style="color: rgb(43, 43, 43); line-height: 2em;"><strong><span style="font-size: 15px; color: rgb(217, 33, 66);">四、健全公共卫生服务体系。</span></strong></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">市级应当加快传染病专科医院的建设，加大人力保障和科技投入力度，构建区域医疗中心；县级应当在综合医院设置符合要求的传染病疾病科室和传染病门诊。加强公共卫生规划，新建、改建、扩建医院应当统筹设置传染病病区，平时综合利用、疫时救治专用。加强各级疾病预防防控机构建设，完善内设机构，按照常住人口比例标准配备疾控机构人员，各类开发区、产业园区应当按照要求落实疫情防控责任；加大对承担防疫防控职责公共卫生机构的基础建设、实验室装备等相关投入；加强医疗废物集中处置设施建设，依法做好医疗废物处理；加强公共卫生队伍建设，健全准入、使用、待遇保障、考核评价和激励等机制。持续加强全科医生培养、分级诊疗等制度建设，推动公共卫生服务与医疗服务高效协同、无缝衔接。</span></section><section style="box-sizing: border-box; line-height: 2em;"><br></section><section style="box-sizing: border-box; line-height: 2em;"><strong><span style="font-size: 15px; color: rgb(217, 33, 66);">五、完善重大疫情预防控制体系。</span></strong></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">市、县两级人民政府要贯彻预防为主的卫生健康工作方针，强化风险防范意识，及时修订突发公共卫生事件应急预案，完善突发公共卫生事件风险研判、评估、处置、防控协同机制。加强疫情信息报送管理制度建设，完善重大疫情监测与预警系统，确保监测与预警系统的正常运行，依法做好疫情报告和信息发布工作。疾病预防控制机构、医疗机构等部门及其执行职务的人员要依法履行传染病报告职责，<span style="color: rgb(84, 141, 212);">不得缓报、漏报、瞒报、谎报</span>。把重大疫情联防联控纳入村（居）民委员会和社区工作职责，提升基层防控能力。</span></section><section style="box-sizing: border-box; line-height: 2em;"><br></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px; color: rgb(217, 33, 66);"><strong>六、加强重大疫情救治工作。</strong></span></section><section style="line-height: 2em;"><span style="font-size: 15px;">市、县两级要建立健全分级、分层、分流的重大疫情救治机制，坚持中西医结合，支持一线临床技术创新，及时推广有效救治方案。</span></section><section style="line-height: 2em;"><br></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">不断提高智能化疫情防控救治能力，在疫情防控和公共卫生应急工作中要充分运用现代数字技术，发挥大数据、人工智能、云计算等在疫情监测分析、病毒溯源、防控救治、资源调配、智慧化管理等方面的作用，疫情防控数据信息应当依法规范采集使用，严格保护个人信息安全和隐私。</span></section><section style="box-sizing: border-box; line-height: 2em;"><br></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px; color: rgb(217, 33, 66);"><strong>七、健全重大疾病医疗保险和救助制度。</strong></span></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">市、县（市、区）人民政府要完善应急医疗救助机制，做好应急资金储备，在突发疫情等紧急情况时，<span style="color: rgb(84, 141, 212);">确保医疗机构先救治、后收费</span>，<span style="color: rgb(84, 141, 212);">并完善医保异地就医即时结算制度</span>。健全重大疫情医疗救治医保支付政策，按照中省政策规定，探索建立特殊群体、特定疾病医药费豁免制度，有针对性免除医保支付目录、支付限额、用药量等限制性条款。统筹基本医疗保险基金和公共卫生服务资金使用，提高对基层医疗机构的支付比例。重大疫情期间，打通互联网医疗医保支付通道，及时满足人民群众的正常就医用药需求。</span></section><section style="box-sizing: border-box; line-height: 2em;"><br style="color: rgb(43, 43, 43); font-size: 16px; font-family: u7b49u7ebf, 微软雅黑, 宋体, serif;"><strong><span style="font-size: 15px; color: rgb(217, 33, 66);">八、做好应急物资保障。</span></strong></section><section style="line-height: 2em;"><span style="font-size: 15px;">市、县两级人民政府要按照集中管理、统一调拨、平时服务、灾时应急、采储结合、节约高效的原则，建立集中生产调度机制，健全应急预案，确保应急物资和生活必需品保障有序有力，优先满足一线疾控人员、医护人员和病人救治需要。</span></section><section style="line-height: 2em;"><br></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">市、县两级人民政府及其有关部门应当优化工作流程，为疫情防控物资的生产、供应和使用以及相关工程建设等开辟绿色通道，对防控工作中相关单位遇到的困难及时提供帮扶。市、县两级人民政府有关部门应当加强对与疫情防控、应急救援有关的慈善捐赠活动的规范管理，确保接收、支出、使用及其监督全过程透明、公开、高效、有序。<br style="color: rgb(43, 43, 43); line-height: 2em;"><span style="font-size: 15px;">各级人民政府应当利用广播、电视、报刊、网络等媒体积极开展公益宣传,普及疫情防控知识,宣传解读政策措施,推广防控工作经验做法,开展舆论引导,回应社会关切,营造坚定信心、全民抗击疫情的社会氛围。加强对孤寡老人、困难儿童、孕产妇、重病重残人员等群体的人文关怀。任何单位和个人不得编造、传播有关疫情的虚假信息。</span></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">对从事疫情防控、救治工作的人员，按照国家和省有关规定给予适当的津贴、补贴。对主动积极参加疫情防控、救治的一线工作人员，在职称评定、岗位晋升和聘用时优先对待。对作出显著成绩和贡献的单位和个人，给予表彰和奖励。</span></section><section style="box-sizing: border-box; line-height: 2em;"><br></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px; color: rgb(217, 33, 66);"><strong>十一、疫情防控期间公民义务。</strong></span></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">在本市行政区域内居住、工作、生活、学习、旅游以及从事其他活动的个人，应当自觉遵守法律法规规定，依法履行下列疫情防控义务：<br style="color: rgb(43, 43, 43); font-size: 16px; font-family: u7b49u7ebf, 微软雅黑, 宋体, serif;">（一）服从、配合、协助疫情防控的指挥和安排，及时做好健康信息申报，依法接受调查、检验、隔离等防控措施，如实提供有关情况；</span></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">（二）出现发热、咳嗽、呼吸急促等不适症状时，应佩戴口罩，及时前往就近的发热门诊就医，第一时间向居住地村（居）民委员会、社区报告，并避免乘坐公共交通工具；<br style="color: rgb(43, 43, 43); font-size: 16px; font-family: u7b49u7ebf, 微软雅黑, 宋体, serif;">（三）与确诊患者、疑似患者有过密切接触以及从重点地区抵渭人员应当主动报告健康状况、出行轨迹等有关信息，按照人民政府有关规定进行集中或者居家医学观察，配合相关服务管理；<br style="color: rgb(43, 43, 43); line-height: 2em;"><strong><span style="font-size: 15px; color: rgb(217, 33, 66);">十二、法律责任。</span></strong></section><section style="box-sizing: border-box; line-height: 2em;"><span style="font-size: 15px;">单位和个人违反有关法律法规和本决定的，依法给予处罚；给他人人身、财产造成损害的，依法承担民事责任；构成犯罪的，依法追究刑事责任。个人有隐瞒病史、重点地区旅行史、与患者或疑似患者接触史和逃避隔离治疗、医学观察等行为的，还应当将其失信信息归集到信用信息平台，依法采取联合惩戒措施。</span></section><section style="box-sizing: border-box;
